There is no pacifying going on. There is a full scale war. Police are being beaten up so bad that national guard i.e. military had to be called over to help. The overall atmosphere in Rio De Janeiro is far from anticipation of a great sports event. Instead whores, drug dealers and thieves are waiting big fat tourists to arrive.
